Memorandum submitted to SSRM, RMS “TV” Division on the basis of the decisions of the 30th AIC held at Tirupathi and endorsed by the Circle conference of our unions to launch nationwide sustained struggles to resist all attacks on the interests of the employees and achieve the legitimate demands.

Sir,
              The Railway Mail Service is playing vital role in carrying, transmitting, sorting and exchange of mails to the delivery point and due its continuous exhibition of efficiency, the letter mails and other articles are delivered in time. RMS is aptly quoted as the main artery of the Postal Body Politic through which the blood of the postal life flows. The age old Railway Mail Service, the back bone of Postal Services which faced by threats from various corners upholds its hegemony due to its significant role, obtained due to dedication and hard working of the employees. As part of modernisation and adoption of technology drastically changed the phase and underwent a slender modification. As a responsible union it is important to ensure that they fully comprehend the forthcoming changes and adopt them. Due to the Topsy-turvy polices preached and practiced, the system faced severe attacks.
               
              The RMS employees being overburdened and facing untold miseries everyday due to these unscientific drastic cut in the establishment. The manpower provided in the RMS is inadequate, which causes troubles to the existing staff. Introduction of Mail Network Optimization Programme (MNOP) caused damages to the service and deteriorated the working condition of the employees. Even though the face of RMS offices have been vastly changed with the introduction of new technology and computerisation of postal operations, working condition and environment of RMS offices remain laborious and arduous. Dust, Dirt and pungent smell of molten wax remain the features of RMS. Molten wax affects the lungs of workers and naturally the incidence of TB and other fatal diseases are greater in RMS.

              Under these circumstances, we respectfully request your good self to consider the entire matters and decide on the following demands by our organisation with due discussions.

1)       Request the administration to provide required facilities for proper functioning of works - Good quality of computers, Scanners, UPS in the Speed Hubs, Parcel Hubs, CRCs and LPC to improve the efficiency and to minimize the difficulties of the staff.

2)       Stop harassment to the official in the name of new norms introduced unilaterally in CRCs, SPC, PL Hubs etc.

3)       Demand timely repair and maintenance of RMS buildings and request to provide hygienic working atmosphere.

4)       All L2 offices should be identified as intra circle Hubs (ICSH) to avoid back routing of articles. Cases of Changanachery stg, Kayamkulam RMS and Alappuzha RMS may be considered.

5)       Revise the wages of Part-time/Contingent employees & DRM. Stop outsourcing of the work done by the Part time/Contingent and DRMs.

6)       Demand withdrawal of collective responsibility for the loss & missent of the articles and bags.

7)       Request to frame clear norms for processing Speed Post/CRC/Parcel without any ambiguity and considering the practical feasibility.

8)       RP Sorting should not be merged with Parcel sorting to avoid loss of revenue Trace & Track should be arranged separately in RP sorting. Demand for budgetary of allotment of fund in medical heads, so that the claims for the treatment can be settled. The scarcity of fund is a cause for which the sufferings are increasing day by day.

9)       Supply of 40 seated Railway Bogies- It is a regular harassment to the part of our staff. It is requested to take up the case at the appropriate level with the Railway authority so that the matter can be settled for smooth mail movement one end to others.

10)    Stop vindictive attitude by the Officers at various levels.

11)    Stop abolition and merger of offices. Urge for open mind discussion before taking final decision.

12)    Bring all BPCs, SPCs, LPCs etc under RMS Division and post LSG, HSG-II & HSG-I as in charge considering the work load of the offices.

13)    Replacement of present system of sealing of bags using wax by an alternative system as the wax causes to serious health hazards.

14)    MTS staffs are required to stand for a long time near the opening table for facing. They may be provided with proper chairs

15)    PARCEL HUB :
       After the introduction of PL Hub, the work load has been considerably increased. Ignoring the volume & size of parcels a good number of parcels are being booked causing trouble in transhipment. Staffs engaged with parcel work, particularly the lady officials are in hardships due to these odd factors and leads to compulsion to work beyond duty hours. Inadequate infrastructure and lack of sufficient staffs are the major constraints in PL Hubs. Fix norms in size, weight, etc and all essential part to be taken care off.             Heavy work load in the PL branch of TVM RMS and Kottayam RMS is rapidly   escalating. Supply of large size sorting cases and weighing machine to PL Hub of Kottayam RMS is badly in needed. Lagging in software is occurring due to lack of Backup Database in Parcel Net software.

16)    BUILDING ISSUES :
o   Renovation, repairing, painting & tiling of Buildings.
o   Roof top of Kottayam RMS and Kayamkulam RMS buildings are leaking and concrete layers are falling down and may cause to casualities.
o   The condition of Rest houses at Ernakulam and Coimbatore are pathetic. As it is long pending issue early action in this regard is inevitable.
o   Extension of Cycle shed in Tiruvalla RMS shed is needed as the existing one is inadequate to accommodate all the staff vehicles & re construction of damaged wall of cycle shed in TVM RMS is need of the hour.
o   Fibre roofing to courtyard of Tiruvalla RMS Building to keep canvas bags of DBO.
Thiruvananthapuram RMS:
o   Building is constrained with basic amenities and congestion of space. PL Hub now functioning in the first floor is congested and shifting of Parcel Hub to suitable place is imperative.
o   The ground floor is also congested and unable to carry out modernisation of counter, which is the need of hour, being a prominent destination for travel customers. The Pack Post started with a huge investment is almost closed due to lack of space.
o   The functioning of TMO units was affected badly after the introduction of MNOP, as the space of TMO was converted into Second class hub. The roof is leaky and the safety of the bags is in danger. Canopy in front of the office is profusely leaking. This leads to damage of mails during rainy season. So installation of new Canopy is required. Re roofing of backward veranda to protect bulk mails is required.
o   Temporary roofing in open terrace of TVM RMS.


(PTO)
17)    Regular Maintenance of trucks and renovation of dilapidated truck paths of TVM RMS and Kayamkulam RMS.

18)    Posting /officiating against vacant LSG/HSGII/HSGI posts.

19)    Supply of quality papers, jute and stationeries.

20)    Providing facilities in the ladies waiting rooms.

21)    Club facility and rest room for ladies in SPH TVM.

22)    Divisional Computer Training Centre(DCTC):-
·      Needs regular training enabling full utilisation.
·      Officials deputed from other offices are deprived from transit period.
·      Lady officials are in hardships due to lack of accommodation facilities nearby DCTC.

23)    Filling up of Mail Guard posts. Four Mail Guard posts are vacant in our division. Action may be taken to fill up the post by officiating arrangement till the regular arrangement.

24)    Clear exploitation prevails in the form of OTA. Adding fuel to fire, enormous bills are pending.

25)    Unscientific approach in booking and despatching of logistics post frequently disrupts the smooth functioning of TVM RMS TMO’s to great extent which leads to confrontation among units.

26)    Confrontations with bulk mailers of RNP publishers are occurring due to inadequate supply of bags from PSD TVM .Nearly 8000per month required for the purpose..

27)    Supply of water cooler in Kottayam RMS.

28)    Supply of Cable tag to ICH Kottayam.

29)    Supply of new generators to TVM RMS & Changanachery Stg.

One day long Dharna at Divisional Office will be held in the office premises on 22/08/2014 in continuation.
