Reply to the Memorandum submitted by the All India RMS & MMS Employees Union Group ‘C’, All India RMS & MMS Employees Union MG & MTS, Group ‘C’ RMS ‘TV’ Division, Thiruvananthapuram.
1. The utilization of MNOP/Building funds to improve the working conditions.
MNOP/Building funds allotted to our Division were fully utilized for improving the working conditions, renovating, white washing Kayamkulam RMS, Alappuzha RMS, Tiruvalla RMS and for carrying out petty maintenance work at TVM RMS. The renovation work at Kottayam RMS is underway.
2. The building at Ernakulam Rest House and Coimbatore Rest House are in dirty condition. Hence shifting in an apposite place is the need of hour.
Divisional heads have been addressed several times and this need has already been brought to the notice of Circle Office for immediate necessary action.
3. Completion of renovations of RMS buildings.
Civil Wing has been addressed in connection with completing/carrying out the work at TVM RMS and Kottayam RMS. In respect of Kollam RMS, quotations obtained from Nirmiti Kendra for carrying out the renovation works has been forwarded to Circle Office for approval.
4. The number of women employees considerably increased and they suffer a lot due to inadequate facilities in the ladies room. TVM RMS & Kollam RMS are the worst affected.
Within the limited resources and space, maximum efforts have been taken to provide required facilities to women employees. Moreover, curtains, water heater, flasks etc. have been supplied as requested by them through their SROs. Any more requirements, if brought to notice, will be considered according to the resources available.
5. Provide required space for Parcel Hubs in the Division to improve the efficiency and to minimize the hardships of the employees.
In respect of TVM Parcel Hub, quotations for dismantling the partition in order to expand the Parcel Hub have been collected and the process is underway. Another suggestion regarding vacation of one form room at PSD has been forwarded to Circle Office.
6. Steps to filling up of GDS posts with due consideration to officials now working in these places.
This is a policy decision and will be done according to the latest instructions on the subject.
7. Fixing of new norms to speed/parcel/express considering the volume and size of the article, with due consultation among unions in the wake of increased business.
This is a policy decision and may be taken up with Circle Office.
8. Replacing of out dated wax seals by latest options.
This is a policy decision and may be taken up with Circle Office.
9. Stop the proposal of merging of Changanassery Stg with Kottayam RMS.
This is a policy decision and may be taken up with Circle Office.
10. The sub standard quality of computer paper supply from PSD TVM causes to interruptions and disruptions in functioning. The paper is regularly getting jammed inside the printer due to lack of alignment and thickness results in delay of work. The flawed procurement should be stopped.
This case has already been reported to PSD & Circle Office vide letter No. H4/82-1 dated 25.5.2015
11. Installation of water cooler in Tiruvalla RMS, NSH TVM & Kottayam RMS.
Proposal will be submitted to Circle Office on receipt of requests from these units.
12. Allotment of additional SAs in ICH Kottayam, PH Kottayam and NSH TVM in tune with increase in the work.
Instructions have already been issued to divert SAs within the available staff strength. Establishment review in the coming year will be examined and action for enhancing staff strength will be taken, if justified.
13. Supply of new generator to TVM RMS.
Proposal has already been forwarded to Circle Office vide letter No. Z-20/GNR/III-TVM dated 23.2.2015
14. Supply of rain coats and umbrellas to mail exchange staff.
66 Umbrellas and 21 Raincoats have been supplied on 08.01.2012 and 04.09.2014 respectively.
15. Short arrangement of MTS in Kayamkulam RMS/1 is creating dislocation to the smooth functioning.
Report of SRO Kayamkulam has been called for in this regard.
16. Electrical and Civil works are pending in HSA Cabin and Server room of Alappuzha RMS and CRC Kottayam and immediate completion required.
Electrical works were already completed at CRC Kottayam and Civil works will be started by this week. The Civil works at Alappuzha RMS were already completed and the electrical works at Alappuzha RMS is under progress.
17. Regular maintenance of trucks and renovation of dilapidated truck paths of TVM RMS, Tiruvalla RMS and Kayamkulam RMS.
Instructions have been given to all SROs to carry out periodical maintenance of trucks and the case of renovation of dilapidated truck paths have already taken up with Circle Office vide letter No. D4/11/Rly. Co-ord dated 01.07.2015 for including in the Railway Co-ordination Committee meeting.
18. Transformer for TVM RMS to prevent electrical casualties as the load is heavy.
Proposal will be forwarded to Circle Office.
19. Resumption of Kanjirappally side mails to Changanassery Stg as no delivery advantage is gained from the detaching. Also delay in delivery occurs in the case of Post Offices like Erumely, Mukkoottuthara and Kunnam Vechoochira. Introduction of Parcel Hub in Changanassery to avoid delay in delivery as the statistics justified.
This is a policy decision and may be taken up with Circle Office. No complaints have been received in this regard.
20. Supply of uniforms to newly recruited MTS.
Uniforms will be supplied on its receipt from PSD TVM.
21. Re-lettering of Sorting cases
The work has been completed at Kottayam and Kollam. In respect of other units, work is being carried out.

This has already taken up with Circle Office vide letter No. F-1/BLDG/GNL/VI dated 12.06.2015.
24. Replacement of front side canopy and backside roofing of TVM RMS
Replacement of front side canopy has already been taken up with Circle Office vide letter No. MBC/75/13 dated 04.12.2014. Regarding backside roofing, LPC minutes has been forwarded to Circle Office for approval vide letter No. MBC/75/13 dated 01.07.2015, alongwith funds.
25. Modernising of TVM RMS counter with proper extension to meet the requirements.
Quotations in this regard alongwith detailed report have been called for from ASP, TVM RMS/1.
26. Adequate place to store room in HRO TVM for keeping the records as 18 months preservation is required. Only six months preservation is possible with the present space.
The landlord of Divisional Office building has agreed to construct a temporary shed above the 2nd floor of Divisional Office for our exclusive use which can be utilized for preserving old records.
27. Ladies toilet in the ground floor of TVM RMS.
The feasibility for providing ladies toilet in the ground floor was explored. But due to space constraints, the work could not be carried out. One toilet in the ground floor can be converted to ladies toilet. ASP’s report will be called for to examine this.
28. Temporary roofing in the 3rd floor of TVM RMS
This was taken up with Railways, but they did not accede to our request.
29. Posting of Cook and Bearer posts in TVM RMS canteen.
The post of cook is lying vacant w.e.f 01.11.2014. The post of Bearer is lying vacant w.e.f 28.02.2010. Circle Office has intimated vide letter No. EST/66-3/2014 dated 03.04.2014 that in any case, the post lying vacant for more than one year cannot be filled up now. If the post is not more than one year old, recruitment is still not feasible as the revised recruitment rules have not been issued by Postal Directorate. Hence the vacancies have to be managed by outsourcing following the Directorate guidelines. However, this will be taken up with Circle Office.
30. Deputation to Training in PTC Mysore with sufficient time for preparation. Allotment of at least two ladies in a batch from each division.
Trainings in PTC Mysore are being arranged by Circle Office and hence this item may be taken up with Circle Office.
31. Filling of OA posts in SRO Changanassery.
Will be examined.
32. Maintenance of AC in TVM TMO cubicle as it becomes tiresome to sit inside and replacement is better option since it eats huge electrical and maintenance charges.
Maintenance of AC in TVM TMO has been done by incurring an amount of Rs.3500/- on 27.06.2015. Also, the proposal for new AC has been forwarded to C.O vide letter No. MBC/75/13 dated 30.06.2015.
33. Arrangement of additional SAs in CRC Tiruvalla to meet the peculiar situation of closing of Air bags and TBs twice, namely TV-28 OUT and TV-27 OUT connections.
Statistics will be compiled as per the program and workload will be assessed on the basis of statistics.
34. Shifting of TVM RMS PH to a suitable place to meet the increased traffic, as the present infrastructure is inadequate.
Action is underway to locate a suitable place.
35. Supply of quality stationeries like paper, jute etc.
Has already been taken up with PSD TVM & Circle Office vide letter No. H4/82-1 dated 25.05.2015.
36. Necessary mazdoor arrangement in night set of NSH TVM to despatch the SP bags in time to avoid delay in delivery.
Necessary directions have been given to the Manager to ensure availability of sufficient mazdoors for early despatch of bags vide letter No.DR/TVM TMO/3A/08-06 dated 23.06.2015.
37. Separate ladies rest room and dining area for the staff in NSH TVM.
Circle Office has already directed SSPOs, TVM (N) Division to vacate the room just on the right side of the front entrance of NSH presently keeping records of GPO in consultation with Senior Postmaster, TVM GPO for the use of ladies in NSH TVM. Quotations for providing table and bench for dining purpose near the lift area has been called for through the Manager, NSH TVM.
